First, prove that you are using Pier 1

Current first-party room detail is sparse, while a current booking listing shows lodging remains available but mixed guest feedback. Treat it as a proximity-first candidate to inspect directly, not an automatic recommendation.
For either property, ask about 24-hour reception, the latest accepted check-in, elevators, quiet-room placement, breakfast or packed food, luggage storage, the exact gate walk, and whether staff can arrange a vehicle when pedestrian access is unsuitable.

One Central or Palm Grass: better downtown context
One Central Hotel & Suites is the practical choice for families or groups who want more published room evidence. The hotel lists 157 rooms and gives clear capacity signals: a Deluxe Twin for two adults and two children, a large Junior Suite for the same family size, and an Executive Suite for up to four adults and two children. Its Leon Kilat and Sanciangko position also makes sense when the route involves the South Bus Terminal or the downtown heritage core.
Palm Grass is the more characterful city night. The property describes itself as Cebu’s heritage hotel, publishes its General Junquera Street address, and pairs rooms with Cebuano cultural interpretation and roof-deck dining. A Standard Suite page lists a king bed and sofa bed, but several room and rate pages are older. Confirm current inventory, occupancy, lift access, breakfast, and cancellation rather than treating archived wording as a live promise.
Neither hotel removes the port transfer. Their advantage is a more complete downtown evening and, for One Central, clearer group-room capacity. Pre-book the vehicle when the ferry timing is rigid.
Radisson Blu Cebu: best full-service recovery, with a live caveat
