For most visitors staying in Panglao, the simplest sea route is a fast ferry from Cebu City to Tagbilaran. Tagbilaran places you near the bridges to Panglao and avoids a longer cross-Bohol road transfer. Tubigon can be useful for travelers heading toward western or central Bohol, or when its sailing fits a specific route better.

Door to door, not port to port

A fast crossing may be around two hours, but that is not the transfer time. Add the ride to Cebu Pier 1, a check-in margin, terminal fees or baggage handling where applicable, disembarkation, and the road transfer from Tagbilaran to the exact Panglao hotel.

Treat the move as at least half a day. Do not place a prepaid countryside tour immediately after arrival. Traffic and queues are most painful when the itinerary pretends they do not exist.
